Strategic Public Management Journal (SPMJ), makale başvurularını değerlendirme sürecinde hem hakem hem de yazar bilgilerinin gizli kaldığı çift kör hakem sistemini kullanır.   

Başlık Sayfasındaki Yazar Bilgileri 

Bu sayfada başlık, yazarların isimleri, unvan ve kurumları, sorumlu yazarın iletişim bilgileri, telefon numaraları ve e-mail adresleri yer alır. Hakemlere iletilen dosyada, başlık dışında bilgi bulunmaz.

Kör Hakem Sisteminde Gözden Geçirme Süreci 

Teslim edilen çalışmalarda, yazarlara ilişkin bilgi bulunmamasının yanı sıra, yazarların kendilerince üretilen başka çalışmalarına atıflarda, yazarın kendisinden üçüncü şahıs olarak belirtilmiş olması gereklidir. Dergi sekretaryasınca yapılan ön kontrol işleminde bu tür ifadeler görüldüğü takdirde, çalışma düzeltilmek üzere yazara iade edilir.

Kullanılan şekiller ve tabloların hazırlanmasında, yazarın kimliğini açığa çıkaracak unsurlar bulunmaz. Çalışmaya destek veren kurumlar veya araştırma projelerinden bahsedilmez. Şahıs veya kurumlara teşekkür veya kurum onaylarına yer verilmez. Bu hususlar, ön kontrol sürecinde dergi sekretaryası tarafından kontrol edilir ve eksiiklik halinde, çalışma düzeltilmek üzere yazara iade edilir.

Çalışmayı değerlendirmeleri talep edilen hakemlerin, kendilerine belirtilen süre içinde değerlendirmeyi yapacakları veya yapamayacaklarını bildirmeleri beklenir. 

Hakemler değerlendirme için kendilerine gönderilen değerlendirme formunu (ayrıca aşağıdaki linkte de mevcuttur) kullanırlar ve imzaladıktan sonra tarayıcı (SCANNER) ile taratarak veya aynı kalitede fotoğraflayarak derginin hakemlik mailinde belirtilen link üzerinden dergiye gönderirler. Yazarın makale metni üzerinde düzeltme ihtiyacı olursa, bu dosya da değerlendirme formuyla birlikte gönderilir. Bu dosya, taratılarak veya WORD olarak gönderilebilir. Word formatında gönderilen dosyalar yeniden isimlendirildiği için hakem bilgileri açığa çıkmaz.

Değerlendirme formunda hakemin bilgilerinin sorulduğu satırlar dışında hiç bir yerde hakem bilgileri bulunmaz. Hakemlerin kimliği, kesinlikle gizli tutulur ve yazarlara bu konuda bilgi verilmez.    

Değerlendirme için bilgi ve deneyimine başvurulan hakemlerin, eserin değerlendirmesi sırasında elde ettiği bilgileri başka hiç bir yerde kullanmaması ve üçüncü şahıslarla paylaşmaması önemlidir.

Strategic Public Management Journal (SPMJ), the double-blind peer review system, where both the reviewer and author information is kept confidential, is used in the evaluation process of article submissions.

Author Information on the Title Page:

This page includes the title, authors' names, titles, and affiliations, the contact information of the corresponding author, phone numbers, and email addresses. Except for the title, no other information is included in the files sent to the reviewers.

Review Process in the Blind Review System:

In the submitted works, in addition to the absence of information about the authors, it is necessary for references to the authors' other works to be cited in the third person by the authors themselves. If such expressions are seen in the pre-check process conducted by the journal secretariat, the manuscript is returned to the author for correction.

There are no elements in the figures and tables used that would reveal the author's identity. Support from institutions or research projects is not mentioned. Thanks to individuals or institutions or institution approvals are not included. These issues are checked by the journal secretariat during the pre-check process, and if there are any deficiencies, the manuscript is returned to the author for correction.

Reviewers requested to evaluate the study are expected to inform whether they will be able to conduct the evaluation within the specified period.

Reviewers use the evaluation form sent to them (also available at the link below) and, after signing, send it to the journal via the link specified in the journal's referee email by scanning with a scanner or taking a photo of the same quality. If there is a need for corrections on the manuscript text, this file is also sent along with the evaluation form. This file can be scanned or sent in WORD format. Since files sent in Word format are renamed, reviewer information is not disclosed.

Except for the lines where the reviewer's information is requested in the evaluation form, there is no place where reviewer information is available. The identity of the reviewers is strictly kept confidential, and authors are not informed about this.

It is important that reviewers consulted for their knowledge and experience for evaluation do not use the information obtained during the evaluation of the work elsewhere and do not share it with third parties.
