Publishing Policy

  1. The Journal of Strategic Public Administration is published electronically on the ULAKBİM DergiPark platform and its own website as a "Refereed Journal" once a year in December.
  2. The journal publishes original Turkish and English studies in the fields of Public Administration, Management Reforms, Local Governments, Management Science, and Strategic Management with an interdisciplinary approach.
  3. The manuscripts submitted to the journal are subjected to editorial process in terms of purpose, scope, methodology, and writing principles, and then evaluated scientifically by the Referee Board through the double-blind peer review method.
  4. In addition to articles that have passed the peer review process, the journal also includes special issues created in line with the objectives of the journal.
  5. The Journal of Strategic Public Administration adopts the Open Access approach, and no processing fee is charged for articles, essays, etc. by the Journal.
  6. Authors and referees are not paid for the articles published in the journal.
  7. Reported research should be prepared in accordance with ethical rules, and citations made in the text must be clearly stated. The acceptable similarity rate is up to 20%.
  8. The views adopted in the published articles are not the views of the journal, but the responsibility of each article's author.

Ethical Principles The ethical responsibilities listed below have been prepared in accordance with the ethical rules and responsibilities specified by the Committee on Publication Ethics (COPE). It is expected that the editors, referees, and authors of our journal will act in accordance with the ethical rules listed below.

  1. Ethical Responsibilities Towards Referees: The referee board is reviewed at least once a year and updated regularly. Manuscripts submitted to the journal for publication are subjected to editorial process in terms of purpose, scope, methodology, and writing principles. Manuscripts that are deemed suitable for publication after the editorial process are sent to two different referees. In this context, referees of the Journal of Strategic Public Administration are expected to have the following ethical responsibilities:
  • Reviews must be impartial.

  • Referees serving must be experts in the subject matter they are expressing opinions on, and if they do not have sufficient knowledge about the subject, they should decline the referee offer.

  • Referees should not be in conflict of interest with the research or authors.

  • In accordance with the principle of confidentiality, referees must destroy the manuscripts they review after the evaluation process.

  • Referees should evaluate the manuscript objectively and only in relation to the content of the study. Nationality, gender, religious beliefs, political beliefs, and commercial concerns should not affect the evaluation.

  • As a responsibility of being educative and instructive, referees should guide the authors, avoiding rude and dignity-damaging comments, and refrain from statements about the inadequacies of the author/authors.

  • Referees should conduct the evaluation of the accepted study in a timely manner and within the framework of the above ethical responsibilities.

  1. Ethical Responsibilities Towards Authors
  • Manuscripts submitted for publication should not violate scientific publication ethics (plagiarism, fraud, distortion, duplicate publication, slicing, unfair authorship, failure to specify supporting organization, failure to comply with ethical rules in studies involving animals, etc.).

  • Authors must have conducted the research process of the submitted works in accordance with ethical rules and relevant legislation. Manuscripts should be original studies appropriate to the specified study areas.

  • If the manuscript contains research results that require ethical board approval, authors should include information about the ethical board decision (board name, date, number, etc.) in the manuscript.

  • If direct quotations are made from other works during the research process, authors should cite the sources.

  • The reference list must be complete, and the sources quoted must be clearly indicated.

2.1. Suitability and Reliability

  • Authors should use appropriate data analysis methods when necessary and seek expert advice if necessary.

  • In multi-author studies, authors should share joint responsibility for the content of their publications. Authors should check their publications at every stage to ensure that the methods and findings are accurately reported.

2.2. Honesty

  • Manuscripts submitted to the journal should not have been published elsewhere or submitted for publication elsewhere.

  • The author should describe the research methods used and present the findings clearly and accurately.

2.3. Originality

  • The author must undertake that the work is original and has not been published elsewhere in any language.

  • If research findings have been previously published or submitted elsewhere for publication, the Editor should be informed during the manuscript submission process. Authors should submit copies of relevant publications or copies of works submitted to other journals.

  • Multiple publications arising from a single research project should be clearly identified, and reference should be made to the primary publication.

2.4. Transparency

  • Authors may be asked for raw data related to the evaluation processes of their manuscripts, and in such a case, the author must be prepared to provide the expected data and information to the editorial board and referee board.

  • The author should have documentation demonstrating that they have the rights to use the data used in the research/analyses or have completed permission procedures for subjects.

  • The author should clearly describe the methods for others to confirm the findings presented in the study.

2.5. Responsibility

  • An author cannot simultaneously submit their work to more than one journal. Each submission can be initiated after the completion of the previous submission.

  • If an author notices a mistake or error in their published, early view, or under-review work, they have the obligation to inform the journal editor, collaborate with the editor in correction or withdrawal procedures.

2.6. Multi-Author Works

  • In multi-author works, all authors should be listed, and the copyright transfer form should be included with the manuscript submission.

  • During the review process, a responsible author should be selected among the authors, and communication with the Editor should be maintained by the responsible author.

  • Changes and edits made to the manuscript should be communicated to all authors. This process is the responsibility of the "Responsible Author."

  • In multi-author works, authors are expected to share joint responsibility for the integrity of the research and reporting. However, if authors are only responsible for certain aspects and reports of the research, this should be stated in the publication.

2.7. Referee Process and Copyright Transfer Form

  • Detailed information about the referee process is provided on the journal's website under the title "Referee and Evaluation Process" in the Writing Rules page. Authors are deemed to have accepted these rules when submitting their articles.

  • The author must cooperate during this process and respond to the referee and editor requests accurately and timely.

  • If the author wishes to withdraw their work during the evaluation process, they must inform the editor.

2.8. Reporting Studies Involving Humans or Animals

  • Appropriate approvals, licenses, or records should be obtained before starting research, and details should be provided in the report (e.g., Institutional Review Board, Research Ethics Board approval, national licensing authorities for animal use).

  • If requested by editors, authors must provide evidence that the reported research has received appropriate approval and has been conducted ethically (e.g., copies of approvals, licenses, participant consent forms).

  • Authors should not publish or share personal data collected during research without the explicit consent of the individual (or representative).

  • Authors should publish all meaningful research results that can contribute to understanding.

  1. Ethical Responsibilities Towards Editors

3.1. Responsibility for Journal Content

The editor is responsible for the compliance of every published article with the following rules. The editor must ensure the quality of the material published and maintain the integrity of the published record. In this context, the editor;

  • Decides academically alone and takes full responsibility for these decisions.

  • Endeavors to act in accordance with the principle of freedom of thought to ensure that the studies are evaluated fairly and impartially.

  • Conducts business processes in accordance with intellectual property rights and ethical standards.

  • Strives to meet the information needs of readers and authors and constantly strives to improve the journal.

  • Preserves the confidentiality of authors and referees and manages the referee process accordingly.

  • Takes into account the opinions of authors, readers, and referee board members in improving the processes of the journal.

  • Follows research on refereeing and publishing and reviews the journal's processes in light of new information.

3.2. Relations with Readers

  • Editors ensure that published studies are original and contribute scientifically to readers, researchers, and practitioners.

  • Editors consider feedback from all stakeholders and make efforts to provide explanatory and informative feedback.

3.3. Relations with Authors

  • Editors ensure that all studies are reviewed by qualified referees.

  • Detailed information about the processes concerning authors is provided in the Writing Rules section on the Journal of Strategic Public Administration website.

  • Editors maintain continuous communication with authors to prevent possible process failures.

3.4. Relations with Referees

  • During referee assignments, editors monitor whether there is a conflict of interest between authors and referees.

  • Since the evaluation process is conducted through double-blind review, the identities of referees are kept confidential. The list of referees for each issue is announced in the relevant issue.

  • Referees are encouraged to use an unbiased, scientific, and objective language when evaluating the manuscript.

  • Efforts are made to ensure that the referee pool consists of different disciplines and is regularly updated.

  • Discourteous and unscientific evaluations are prevented or censored.

3.5. Referee Process and Evaluation

  • Editors are responsible for implementing the policies regarding the "Referee and Evaluation Process" listed in the Writing Rules. In this context, editors ensure that a fair, unbiased, and timely evaluation process is completed for each study.

  • Referees may express a definite opinion on whether the study should be published or not in their reports. However, the Editor/Editorial Board may consider the opposing and supporting views of the referees or authors in making a decision.

  • In this regard, the Editor/Editorial Board evaluates the strength of the arguments of the referees or authors rather than the number of referees who accept or reject the study. The Editor/Editorial Board considers reports containing strong, well-reasoned propositions rather than reports that answer evaluation questions with yes or no.

  • After a study is published, a referee may see that their views are not fully reflected in the study. It is possible that other referees have different opinions, which the Editor/Editorial Board may also consider. In this case, at the request of the referee who evaluated the study, the opinions of other referees may be sent to them if deemed appropriate by the Editorial Board.

  • Based on the recommendations of the referees, the Editor/Editorial Board follows one of the following methods:

The study may be published.

The study with partial and significant changes and improvements may be accepted for publication.

The author/authors may be asked to revise their work in accordance with the referee opinions and initiate a new evaluation process.

The study may be rejected.

3.6. Editorial Board Members

  • Care is taken to identify qualified editorial board members who will contribute to the development of the journal.

  • Editorial board members are regularly reviewed.

  • The editor consults with editorial board members for their opinions on the management of the journal, announces changes in journal policies, and consults regularly (e.g., once a year) to make plans for the future.

3.7. Protection of Personal Data

  • Editors reject studies containing personal data if explicit consent of the individuals used in the study is not obtained. Editors are also responsible for protecting the personal data of authors, referees, and readers.

3.8. Ethics Committee, Human, and Animal Rights

  • Editors make efforts to ensure the protection of human and animal rights in the studies evaluated. Editors are responsible for rejecting studies in cases where ethical board approvals, permissions for experimental research, are not available.

3.9. Constructiveness and Openness to Discussion

  • Editors consider criticisms of published works and strive to adopt a constructive attitude towards these criticisms.

3.10. Complaints

  • Editors carefully examine complaints from authors, referees, or readers and attempt to provide explanatory responses.

The Journal of Strategic Public Administration;

  • Does not charge any fees to authors.

  • Takes care to keep records of every published article and every copy.

Authors should submit their articles to our journal along with the copyright transfer declaration form (the printed form is available on our website).

  1. Plagiarism Detection
  • Research reported in reports should be prepared in accordance with ethical rules, and citations made within the text should be clearly stated.
